Yes, ON the mall. All it takes is for some of the end barriers on a side street to be out of place and hello tourist. Then there are the "drive a block, stop abruptly, realize it isn't a cross-street and repeat ad nauseum" people on Water and Market street. I'm not sure that signage would solve either problem (probably not, but I'm a ridiculous optimist). Certainly, with $1M, you could stand bodies at every cross street and give personal directions!
